Walnut has been on the scene for 30 years already (30 years ago or so is the first time a record of Walnut dying can be found, just like Walnut did a month or w/e ago recently), and she doesn't seem to be lying per se. Another hint is that Kurumi's VA was told to "speak like an adult; ignore the image" (Kurumi's voice is pretty close to the normal IRL voice of said VA, fun fact), which seems to imply that Kurumi is a legal loli then, because why else would the director or w/e tell her to do so?

I don't think they are necessarily evil, they just don't operate on a moral compass. They want to make sure these talents are delivered to the world. Whether they are good or bad people. At least that's how I see it from what they've shown so far.
