Radio Tower is a reference to Tokyo Skytree, Japanese media in general like to reference it because its the third tallest structure in the world (second tallest up until last year)

The Radio Tower is sybolic of peace to them now and most likely unused considering it's tilted on it's axis lmao. With Majima it could be 1 of 2 things. He either covered his eyes to magnify his sense of hearing (eliminating one sense of a human enhances all other human senses, which is also ironically used in torture), or he was blind and Alan was somehow able to restore his eyesight, which I think is the more plausible theory.
