It seems like the rules are, If one boss beats another boss in a fight then they are liable to take over that gang and the territory. If it's a real grudge match. The leaders of the different gangs will show up like in season 1 and make sure there is a clean brawl or some sort of best fighter vs fighter situation. Killing is really necessary when you have a system like that. I actually really enjoy the mindset.
