Remember Tsukaka was Hyoga’s biggest obstacle in building the world he saw fit (selection of the strongest), so he waited until Tsukasa had something (someone) to protect so he attacked the sister as a way to be able to land a hit. Then him and Senku beat Hyoga together. They pretty much made up by that point, especially after finding his sister and bringing her back to life.
