He doesn’t exploit the cognitive tendencies of mortals with a proper rewards/punishment system, and his challenges are trite and boring. For a being that presumably should have plenty of scientific documentation of the most effective means to control the behaviour of people he doesn’t seem to exploit the results of such research. For a lawmaker, his rules are also terribly designed as they have barely any gradation in the punishments.
