I don't think so: Alexis flew to Cowloon on plane, not on rocket couple of chapters back!
But yes, they are pretty far from each other: that was the reason as for why the “mysterious sponsors” have never visited Alexis in chapter III… and that reminds me: we have never gotten an explanation as for why Than needed to ““encourage” Alexis' growth the best she could” in chapter III… what was Rhea trying to achieve… or was it Than's idea in reality?

Uhm. To me it looks like Mr Ey is someone from the underwater settlement. I think you are talking about “MoarCraft II wonder boy” who's mostly silent on that picture… if so, then I agree—he's very close to Than, which may or may not be a problem.

If I'm correct, Mr Ey is possibly romantically (or friends with benifits) linked with Than; way back in some of the B&W pages of LBSM, he was demonstrating some new mass manipulator gloves in a micro gravity environment. I'm not sure if it was him, but those gloves are a prototype Atlas product, and it almost seems like Atlas and Patagon are participating in some insider trading, "Physically" and conventionally. Ever notice how Than has the newest or at least, has no problem getting the latest adjustment for her anti-grav equipment no matter how large she gets? I think, while Rhea handles paperwork, Alexis is trying force Than to reveal her "insider" trading between Atlas and Patagon by out growing capacity of her anti-grav support. Alexis probably doesn't have to be bigger then Than, she just has to break the gross weight capacity of her Anti-Grav bra, and we see a device that is not even out in the market yet.

Holy crap, am I excited! Rhea is back and taking charge of the paperwork while Alexis butts busts with Than. 2 new faction leaders have been introduced from the underwater settlement and robotics manufacturers. And the wonder kid is sporting a Moarcraft II shirt. Gah! So hyped. Looking forward to whatever comes our way but also hoping for a lot of charter interactions between factions and possibly Rhea looking into pregnancy (as was hinted with her joining Ysabel at maternity yoga months ago in the sketches).

I kinda hoped to see something like this as the first page of chapter VI. I mean: I like Alexis (she's tough and pertinacious gal… and she looked exquisite in LDSM) but in a direct confrontation against Than she'll lose 10 times out of 10 without someone's help—she's just not built for an intrigue!
Rhea knows how to manipulate people (or else should wouldn't be a materfamilias for long), she could help to dethrone Than… but now I agree with Eamonn McGrail: simple Alexis win where Alexis will become the head of Patagon and Than will go to jail will be kinda satisfying but wouldn't be good for the story. Alexis at the head of the Patagon with Than as her [most likely unwilling but still an] ally… this would really rile Feds and could lead to ineteresting story!
Feds are, of course, more powerful than Patagon, Cowloon or even all these allies combined, but they couldn't just go and declare war against these. They are quite limited at what they could do.
P.S. The one thing Feds COULD do is to start thorough investigation into Atlas, Core Cybernetics, ASD and other affiliated companies. They would do that no matter who'll be at the top of Patagon… I hope that Mr. Ey and others understand that, LOL… In fact I would be surprised if such thing haven't happened already…
