Maybe they were actual grown breasts that can be transplanted but that kind was banned due to some sort of medical reason? Like string implants in the US?

Perhaps one of but a few that were naturally very large? Or she literally had some sort of collector's item breast implants in a safe and has now awoken to find them now "in use" and thus worthless.
