This isn't 100% true. Hoarders know that with a sufficiently large hoard, they're limiting the supply and driving up the apparent value of the product. All they have to do is wait until the value reaches something they're satisfied with. In theory, price fixing could stop this. So it's not an all-or-nothing situation.
