The filler thing happens a lot with Naruto and Bleach because the manga and anime would be sometimes too close to each other. So they kinda had to, unfortunately.

They have so much filler in the earlier [Part 1] and very late Naruto [Shippuden] because the anime was being made while the manga was ongoing. They put the filler in because they needed time for the manga to put out more content to be animated.
