“Isn’t Koga still locked up? Maybe it’s time to give him a chance to turn over a new leaf,” August suggested.

The vacancy for a Kanto Gym Leader still hadn’t been filled. The Indigo Conference was already underway, and leaving that post empty wasn’t ideal.
