The Boruto movie was made before they even had the show funded. Basically Naruto the Last and Boruto the Movie were done back to back, with Kishimoto in direct control. If you recall he had tired of writing the manga but also wanted to continue the story. When Shonen Jump decided to do the Boruto manga, overseen by Kishimoto but written by Kodachi, Kodachi adapted Boruto the Movie as the first major arc of Boruto the Manga. Without spoiling anything, Kodachi stated that under Kishimoto's guidance they would address some of the legitimate criticisms of Boruto the Movie in adapting it into the Boruto manga. This is not to say that Boruto the Movie is not good, it is. It just has flaws. (As does Naruto the Last).
