2020-11-25 15:12:32 +0000 UTCYea its definitely a plot hole, Gaara couldn't be Kazekage when he fought Kimmimaro because a Kage usually don't leave his village unless its a top tier emergency, and I doubt the Sasuke Retrieval Mission is a top tier emergency considering Tsunade herself isn't going after Sasuke. But its only about one month between the Chunin Exams and the Sasuke Retrieval Mission, if Gaara was made Kazekage immediately after the Sasuke Retrieval Mission, one month doesn't sound that bad.

2020-11-25 15:09:48 +0000 UTCThe kazekage problem you have actually has to a lot with some spoilers to the other villages but other than that the sand village immediately joined forces with the leaf after realizing they were betrayed by orochimaru and were allied witch cause some caution with the other villages however it will still dangerous therefore the next kazekage had to be elected as soon as possible. When there is a kazekage so many people are dependent on them that if they fall they will cause destruction such as what happened when gaara got captured
