I don't recall how deep the anime goes into Sakuta's family dynamic but please keep in mind that not everyone has a psycho mom and it really its more that the mom couldn't handle all the stress and bad stuff to her daughter that it actually broke her mentally. It is a tough family situation but not nearly as toxic as any other families in this story. As you can tell from Sakuta's reaction about when he was asked about his family he just excepts it and knows that this is the situation now.
