It's not so much as he didn't plan for it, there originally was going to be another year time skip between the end of this arc and the next. However they were unwilling to give him the time off the series that he needed to completely get everything worked out. So some issues do come up later as a result of not having the year off he wanted. None the less the series still hits pretty well. For me the Last third of the series is the weakest of the bunch with this current arc being the best. But for sure lots of important points are brought up here ^^.

I really enjoyed the conversation on this episode and a lot of the stuff that you touch upon in your discussion does come up later on in the story and will be explained and expanded upon. Watching this arc again Kishimoto is really setting up a lot for the end game of the series. A lot of the elements introduced become big plot points for later on. I usually think of the next arc after Pain setting these elements up, but really a lot of it is touched on or introduced in this arc. It makes me think more positively on the story for this last third of the series, I think the author doesn’t get as much credit for the later stuff in the series, but I think a lot more about these final arcs were well thought out and planned than a lot of other people thought. Not to say that the timeline doesn’t make sense, it really doesn’t, or that there aren’t some big problems I have that come up in later arcs, I do have a lot of problems, but I typically look at the final third of the series more favorably than others.

The reason is very simple - the cycle of hatred. With the power of ninshu people started storing chakra inside them and then eventually started to fight. And then the cycle of hatred began. Almost everything will be made clear in the upcoming episodes.
