Naruto due to being an Uzumaki will heal faster on his own but his superhealing only comes if the Nine Tails actually has the chakra to heal him AND the nine tails wants to actually supercharge his healing.

He has the reaction time to move faster than the Raikage, teleporting is meaningless if you cannot kick it off before you get hit.

In the end, Kisame was able to defeat Bi in their fight, if it wasn't for his infiltration mission and the arrival of the Raikage, Kisame would have quietly killed Bi then. I'm sure Kisame could fight Naruto in his new form, too, because he can suck out a lot of chakra. But his mission was different, and there were too many Shinobi around. And so Kisame just got unlucky, Guy is almost the only Shinobi in the world who does not use chakra in attacks, so the chakra absorption abilities that Kisame developed due to the long wearing of Samehada and his ability to merge with the sword, and even the techniques with such chakra absorption properties that he developed were useless against Guy.
