The dude has a god complex, Hashirama is naïve because he sees Madara as his best friend from childhood. Naruto-Sasuke dynamic is different, Sasuke is much more open minded and the fact that he's listening to the Hokage now is a proof of that (however you could argue that if Madara had Itachi, he'd too) but even being Hokage was too small of a job for Madara's ego. Remember Onoki flashbacks? He'd have been a conqueror and with Uchiha being more relevant, more of them would awaken ms+ems and it would be mangekyo madness in the entire world... Madara decided to leave because he knew that and he understood that Hashirama wouldn't listen to him either and he wouldn't let him start another war so there was no point in even being a second Hokage. Imagine Madara giving away tailed beasts to other villages, then wake up.
