Note: With Tamers, it has been a while since I watched it, but I recall that the DigiGnomes created the Arcs from the designs of the Wild Bunch, though I forget if Shibumi had a hand in it. Either way, it felt like fate that Takato ended up becoming a Tamer, but fate is not the deciding factor. It has to be a higher power of some kind that selects the kids. They also have to be kids, while with Tamers it could be any age or occupation.
