as Gabriel said above, yes, Netero's last words have actually a double meaning as it is written in the manga (you can check the original page in this link https://imgur.com/j69yK9s). Going more in depth with the explanation, what is going on here is that, in japanese when you have a word with these "smaller letters" next to it (usually written in hiragana or katakana) they usually are furigana, that is a way to help you understand how that is pronounced. In this case, the first two "big kanji" form 悪意 (akui), that is the word for "malice", "ill will", something along these lines. But the small ideograms are also written in kanji, forming 進化 (shinka), that means evolution. That's the same thing Togashi does with Nen abilities, that's why they usually have two "different names" ( e.g Hisoka's Bungee Gum - written in katakana - is how the furigana is telling you to read, but the kanji means Elastic Love). I don't think I have to say how that double meaning in Netero's words aligns perfectly with Chimera Ants' themes. Love your reactions and discussions!

Small piece of trivia: From what I've seen over the years, in the manga, Netero's line about humanity's infinite potential for evolution has a double meaning where the word "evolution" can also be interpreted as the word "malice". So Netero was also talking about humanity's infinite cruelty, hence the invention of things like the miniature rose.
