So the scene and the old "rival" dynamic between Mihawk and Shanks (which I think is an anime thing, I don't remember that being in the manga but could be wrong here as it's been a while) was shown in LA too, but I'm not surprised that it feels new here. It's just easy to miss that small exchange with how fast the whole thing goes and how much they packed in that last LA episode. I believe Shanks says "I could still take you" then turns it into a joke "with one hand tied behind my back" and his crew all start laughing (or something very close to that). So the implication that they were old rivals and at least have fought on the same level in the past was there.

I wasn't completely aware about the tattoos in Japan but I'm familiar with that line of thought because I did know about blonde hair dye being a rebellious thing from Dragon Ball Z, being oriental people very rarely naturally blonde of course, so that makes sense.

I'm not completely sure of why Nami stole everyone's wallets at the end but I think it was to make her departure lighter for the villagers by pissing them off and also for herself, as I reckon it would have been harder for her to leave them hadn't she pulled a dick move like that. They will later find out she had already repaid them with interest for that but it becomes an easier interaction at the moment and also reaffirms her on her path to steal all the money she can from anyone π . That's my take.

The end of Arlong always makes me tear up, even on rereads/rewatches. All the little closing scenes when we get the background of the pinwheel, Nami talking to Bellemere, and the tattoo are so nice.
And yeah, the tattoo carry all this meaning even aside from being Arlong's sign. And as we see, it's only the pirates, the criminals, who are tattoed here too. I love that Nojiko does that for Nami, how much it shows what they mean to each other.
The next few episodes have some pacing issues and filler and padding, as you've probably noticed by now. The whole run-in with Fullbody, for example, is anime only. It picks up again with Reverse Mountain, and doesn't slow down *too* much until after the whole next saga.

I think that with Shanks's sword, it's more that he never really had a reason to draw it in the few scenes we've seen so far. But also, while he has the general story and ending plotted out from the start, Oda does tend to fill in details as he goes so he might not have decided yet, when Shanks first showed up.
I really recommend reading the Logue Town arc manga chapters too, now that you've watched it. It's short, so it's a good way of having a taste of the manga without having to read a whole saga. It only goes from 96 to 100 (don't look at the chapter covers yet though, it has some stuff that's adapted in anim eepisodes 68 and 69).
