Alabasta, Baroque Works and everything else were already planned out before they even reached the Grand Line. The only thing they changed was Vivi's importance, which I believe was changed literally right after they reached Whisky Peak. Oda is a mastermind. He doesn't normally just suddenly change course but isn't against doing it. Usually he sets something up and then sometimes hundreds of Chapters later pulls it out so in a rewatch you're like "what the fuck? How did I forget about this". There's also no major plot holes in the story which is rare for something so long. A few minor ones here and there but even the most seemingly inconsequential thing has a meaning. An example would be how Nojiko got her tats to make Nani feel better or how Genzo wore his pinwheel to make Nami smile but once she was truly able to smile again on her own, he stopped wearing it. Little shit like that is what makes Oda one of the most respected mangaka in history. Along with the fact that he created the second biggest selling piece of fiction of all time and his work ethic is legendary.

@Morgan Hellström No I think it’s just us as part of the fandom that recognize these types of things, being a literary writer myself, I can relate in some way and I’m more observant then some casual readers. Carson falls into this category. He analyses the structure and format of writing principles being used in a body of work which helps him be able to understand oda's mind more. In this case, this is called using the art of improvisation (look it up) and being able to retroactively insert things in a draft that still maintains a cohesion of sorts and such things as “Dues Ex machina’s” or “plot holes” are avoided, as a result. In visual arts, it effectively means to have a very spontaneous performance without specific or scripted preparation which can also be applied to academic writing and yes, I did mention this in my comment. How ever using this writing technique to fool the audience into thinking the artist/writer had it all planned is the larger challenge and alot of authors fail at that. This is honestly oda's masterclass ability and what seperates OP from alot of other series. That being said, like @Ditka has mentioned. Oda does have elements of the story pre-planned as well. You would have to be crazy to not think so like much of the lore revolving around the (VC), SH*nD*r*, the specific anomalies that exist around the world and the one piece itself. Its clearly evidence of forshadowing at play through the entirety of the manga. I don't want to say to much more about this because spoilers.

So you simultaneously tell people they can't read Oda's mind, meanwhile you get to be professor X proclaiming it's not really foreshadowing. I'll agree with you that I'm sure ODA has went back, and used something from earlier chapters all the time (which is still good for a cohesive story), but he also clearly foreshadows as well. You don't need to be a mind reader to connect the dots, and see foreshadow at play: "Your DNA and fingerprints are on the bloody gloves, knife, and you had no alibi. However, I can't find it my good conscious to charge you sir since I'm no mind reader. Good thing for you too, now you don't to dip into the funds of that newly created life insurance policy for bail." The point is, sometimes you just need a little logic, not super powers. Some foreshadowing is more obvious like this, or more speculative like you're implying. Obvious it's hard to give examples since they're so early in the story without spoiling. However, I will say this, ODA has known the ending since the story has began, even going so far to tell his editors. Does this mean he planned everything out? No, but he also doesn't just pull stuff out of his ass all the time.

He just look back and use something from the earlier chapters. And you just get amazed and say foreshadowing. It can be any reasons things are the way things are. None of you know. Actually no i don't agree with this at all. Oda said before that he likes to subvert expectations alot so things are not quite as straightforward in story for a reason. He plays around with alot of idea's but ultimately has a certain plot/story outlined out for the most part. He also tells the story the way he wants to and is not influenced by fans decisions or feedback like certain other mangaka's. There has actually been a few moments already that are hinted at or foreshadowed but you don’t have the context to understand it yet. So oda does have things set in motion long before its time to reveal it. I will say the thing with Vivi is true, its actually confirmed that this is a character he ultimately changed midway into the arc but this is not the case with miss all Sunday or the Baroque works. If you noticed early on Jimbie is even mentioned and we have not even seen that character yet have we? There is a lot of things that oda doesn’t pre-plan for sure but he does choreograph his story a lot more consistently then a lot of other authors like Kishimoto and I think reasons for that is because the content that he doesn’t have fully planned out, he can still improvise his story very well and seemingly create a seamless cohesion that is just unparalleled in the shonen world of manga and as you continue to get deeper into OP, I do hope that you recognize this.

So the thing with Vivi is she was just intended to be a villian, but then oda drew her with her hair down and thought she looked "like a princess", he had the alabasta arc pretty much planned out but decided to make 2 characters(miss sunday/vivi) into 1 here. Also worth noting her face/eyes get more round and "friendly" as the last few eps progressed.
