I looked at the article where the one piece wiki brought up G8 being considered for a movie release, I didn’t see anything about the animation work starting out as being a movie. All I read was the concepts of this arc and even the Lost Island arc, the arc between Loguetown and Laboon’s introduction, were considered for theater use. I think it’s more like they said how the anime’s not constricted to pad out the episodes using manga content along with others have said how the anime is getting a slightly knocked up budget around this time that played a factor. There’s a lot of similar scenes animated well in the upcoming canon arcs too.

Movie 6 is great. Dunno if movies are ever planned to be watched on the reaction channel but would recommend this film on the list if that ever happens. Think you’re at a point where you could watch it now, but it can also be enjoyed after the next arc after G8 given certain similarities.

The show gets an animation increase in general after Skypiea, but this filler has high quality animation as well because it was originally planned to be released as a movie. But they decided to go in the direction of putting it in the series instead

I just searched out of curiosity; if Wikipedia is correct, then the 絵コンテ (Storyboard) of Epi 199 was done by 細田守(Hosoda Mamoru), who is a famous anime director. His works include 'The Girl Who Leapt Through Time', ' Summer wars', and the movie 'Baron Omatsuri' for One Piece.
