About who was involved, I didn't go back and analyse it too deeply, but there are certainly clues pretty early on. For a start, it seems a little odd just how insanely strong all the shipwrights are; there are certainly some strong dudes, but when you see just how badass Kaku and Lucci are shown to be, and even Kalifa when she kicks the crap out of everyone in one of the first scenes you see her in, etc. Also, whenever there is talk about the government, Kaku basically says something along the lines of "don't talk bad about the government", which passes off as a safety concern, but you can read into it more. There's other stuff, but you might enjoy rewatching it later to see for yourself.

This is one of the first times that Oda shows how skilful he can be at changing your opinion about characters, and he often masterfully does it both ways. It can be so much harder to make you change your opinion over how you feel about characters; I think when you dislike a character, it is harder to make you appreciate them later. We tend to be set in our ways when it comes to prejudice, whereas a "good" character betrayal is more straightforward to pull off. He's really good at doing both. And in this specific case, he shows how good he is at weaving important characters into the mix, passing them off as secondary or background characters.

The CP9 reveal followed by the Iceburg/Franky connection is one of the most iconic plot twists in the story. Oda played it masterfully and never wastes a single detail. We're so drawn in by the charming personalities of the Galley-La foremen + Franky being such a unhinged jerk at first, it just never occurs to us that they could be the culprits all along. Things are only just getting started in this arc, looking forward to the next drop.

Yep oda subverts alot of your expectations with this arc. There is actually quite a few context clues prior to CP9's identity uncovered, that point towards things not being as they seem. Even the watch tower lady has connections to it all. One of the first stories in one piece that feels like oda has leveled up his writing and direction.

I agree, Oda showed here his real skill of planning and foreshadowing, you just didn't even now recognize all parts of puzzle that Oda already dropped in this arc.
