I always interpreted the meteoric rise of Iceberg afterwards to racism (xenophobia?) because people tolerate Tom the Fishman because he's brilliant but they fully embrace Iceberg the human who has learned from Tom and is the only one left to claim the credit for bringing the island back to life with Puffing Tom and has presumably helped prosperity since with the shipyards he established.
