2025-02-27 23:58:22 +0000 UTCEmpress Dowagers ( i.e Mothers of the Emperor) could have a lot of power politically actually, especially if the emperor was put on the throne at a young age or was not a smart or savvy they could basically be puppet rulers, it’s happened quite a few times in different Chinese dynasties so I wouldn’t say necessarily that she would’ve had any untoward going on with Shishou, he really could’ve been a political ally and thus like a ‘favoured’ offical and I think that’s what they mean in this context
