It's painfully obvious at times how cartoonishly evil the world government is depicted but then you get high commanding officers like Aokiji with some nuance that feels almost like a contradiction on what he's set up to be as a character.

The way I read Aokiji's decision was that he basically had to grant Spandam the authority to initiate a buster call but he was allowed to make one stipulation, that being that Robin was exempt from said buster call. Even though he is an admiral I don't think he would be allowed to also exempt a group of pirates when they're the whole reason the buster call would be initiated in the first place. I do agree that his reasoning is a bit fuzzy here since we don't get to hear it from him in the moment. Basically, I think that Aokiji was working within the confines of his duties to try to affect the best outcome he could. He is bound by his duty as a marine despite his reservations about how "justice" is carried out.
