See when your goverment gets tricked into launching a nuke at itself, whoever front ended that operation is what the cover up is going to be based off of. Whoever Spandam goes over the events with they're going to have trouble trusting who he blames. And with Water 7 going the Sea train that keeps a now core portion of the Goverment's processing, so I like to think sometimes the marines manage to avoid killing civilians. These two episodes were a real ride, gotta say using Luffy as a slingshot was my favorite but they missed out on the opportunity of Ussop aiming it.
