2024-09-19 23:53:40 +0000 UTCI like to think that the reason Chopper doesn't really take Dr. Hogbacks appearance to inherently mean that he's weird is because to Chopper all non-deer species are "weird". This being because he was born as a dear and ate the human human fruit, not the other way around. Despite the fact that humans may be "weird" to him he still treats everyone equally and doesn't discriminate based on looks because that's something he had to deal with his entire life up until he met Luffy. Oda has other consistencies like this so even if it isn't outright stated to be the case here, it lines up what Oda would have it mind when writing these interactions.
