Nami does say in Water 7 " These Doors are called the gates of Justice, Once criminals go through them, they won't see the sunlight ever again, they're doors of despair, this is because there are only two locations you can reach, after sailing out from the harbor beyond these gates. One is the greatest military force for justice of the world -- Navy Headquarters. The other is Impel down the large deep sea underwater prison....." So she kind of tells you that Impel down and Navy Headquarters are separate locations that are behind the gates that you need to sail to get too. I do get that its one line out of several that you have to remember with this show.

I think we have shown them before, the show just likes to make it confusing by continuously showing diagrams where north isn't the top of the map.

This is for the purpose of your understanding. Like I mentioned in the past, this is the diagram that gives the wrong impression on cardinal directions. In the anime, don't assume the camera POV is facing North; perspectives shift and maps are not too consistent if you don't have references or a labeled compass rose. As I said previously and everyone will confirm, the path along the Grand Line from Reverse Mountain to Fishman Island was taking them Eastward. Therefore I can say with 100% certainty that the Red Line seen here is East of them, and that particular Calm Belt, Amazon Lily, and Impel Down is to the South of the Grand Line. In other words, in this map, North is down and South is up. It's all a matter of rotation and perspective.

Enies Lobby was referred to a lot like the "gates to Navy HQ and Impel Down" which isn't wrong, but it's "one of the gates". Enies Lobby: Judiciary Island Impel Down: Prison Marineford: Navy HQ So it's the world government islands connected together through "backdoors" if you will, where the Navy has the advantage of direct travel between those places.

Never take the diagrams as factual source of truth when it comes to scaling. I mean, even in the real world, take the Mercator projection for instance, we are so used to it that it seems weird when you are told that it skews proportions. Also, very weird that Luffy is forced to separate from his crew even longer, as if Kuma is making him live through what Moria went through without executing the extreme end of killing them all.

Looking at the simplified map The Strawhats left Water7 then reached Enies Lobby before going back to Water7. Aokiji mentioned they were getting closer to the headquarters when they met him. And then they sailed away reaching the Florian Triangle(lower on the map shown) and then sailed towards Sabaody thanks to Camie. The scale of the map is mostly to show where is what rather than how far or how big.

In episode 314 Garp is revelead as "Monkey D. Garp" and Dragon's full name is revealed as "Monkey D. Dragon". So we can assume Dragon is Garp's son although some fan theories speculate otherwise.
