I wouldn't condemn Oda himself that much, and could even excuse him knowing how hard he'd go for a gag (looking at thriller bark Sanji) but Toei really made things worse. At least the okama are more "trying to crack Sanji's egg" (which is problematic by itself but alright) than "Sexually harassing him because they are queer amab and they're inherently predatory"

Also, Oda is learning as well as society and although the portrayal is predatory and very problematic and offensive, Oda's intent can be shown in previous and next chapters that is that of inclusion, though it is ignorant and there is room for growth. For Sanji, the canon parts are the animals with beard stubbles and him running away on the sunsetted beach, along with the final shot of the episode that recreates the final panel of chapter 523.
