It always glows, but she normally hides it in her fur. She's often concerned about how obvious her relationship with Trace is (ex. at Adira's tavern) so it makes sense to hide what's essentially a keidran wedding ring. The brightness may relate to how strongly she feels towards Trace if I remember correctly from early in the comic (when Flora was possessed by the mask).
