The Crazy Cat lady is working now, consult the map for her door location. Inside there are 3 cats. Talk to them each as I left them in debug mode. Talk to the cat lady, get through her dialog, then examine her bed. Once done, go talk to her at the laundry machine, once done there, go check her out in the shower.
