Here's a work in progress shot of the next Claire page. Blue lines are my initial roughs. Red lines are "pencils", where I've tightened up my rough lines to make them easier to "ink". Black lines are, of course, "inks" - my final lines. Here I focus on depth, with line weight variation, spotted blacks and feathering/hatching. I also usually add my text on this layer.
You can see some panels have no pencils. I only add them when I need to, and faces don't usually require them, so I'll often ink faces with no pencils at all. Panel 2 is a great example - Claire's hair and phone needed cleaning up before inking, so I did pencils for them, but I'd already inked the faces in that panel right over my roughs.
Hopefully that wasn't too boring. If it was, just look at the boobies.
