The thing with the citizens is that’s how you’re supposed to feel about them. Shigaraki when he made his speech during the war called them “coddled trash” because one of the major themes and problems is they had become too reliant on heroes for everything. They had become to reliant on All Might and believed nothing bad could happen to them, this point was also made by Shigaraki in the finally of season 2

I also love that While heroes protect safety of civilians and normal people its those same people that help the heroes by showing them support and cheering for them
