As much as I've loved ATLA, I've enjoyed Korra more, and the fact that the show can so expertly view relevant social and political movements through the lens of a kids show -- well, technically a YA show -- is one of the reasons why. This show was ahead of its time, both for its strong female representation and for having a finger on the pulse of real world issues.

If Su refused to step in, she likely felt she had no choice but to try to help, and you can see that in their flashback interaction: Kuvira does have a genuine desire to help her nation.
