Mon Mothma! You’ve seen her before in A New Hope and Rogue One. She’s essentially one of the founding leaders of the Rebellion, but in Andor she’s still just a Senator in the Imperial Senate (featured heavily in the prequels) and we see how her relationship with the Rebellion develops

But another thing to remember is that for most people the Republic seamlessly transitioned to the Empire. So it's also a lot of ordinary Republic employees just going on with their lives and jobs.
