Gilias' final compliance isn't in the game yet. Gilias didn't get full compliance when it was the focus of updates for story reasons, since the story focused on needing to simply get Gilias to the point it wouldn't instantly rebel in order to keep up invasion momentum, rather than the MC spending more time making sure the people were completely content with his rule. Gilias will have full compliance in an update or two, as it will be the focus of at least one of the religious/social changes brought by the mc, to show what happens if the MC tries to enact those changes on a settlement/city that isn't fully compliant.

2024-07-07 20:43:44 +0000 UTCI for the life of me cannot figure out how to max out Gillias compliance. I don't know if I missed a quest somewhere or something. I even checked using the cheat code, and there is indeed another compliance level I am missing. I don't know what to do.
