It's basically impossible to not have filler for 1000 episodes. And Oda takes constant breaks, while Toei themselves aren't allowed to take breaks or do filler, so it can't be helped.

They put filler in it to drag it out or they drag out cannon scenes to the extreme. There is a reason that the anime and manga have almost the same amount of episodes/chapters.
