Late to the party----about the tattoos, not sure about the real Japan, but in slice of life animes anything that makes you stick out could get you branded as a punk delinquent or loose slut like dyed hair, too many ear rings, too much makeup, or even a tan can all get you labeled at first sight.

But they are easily frowned upon, since Tattoo's have often been associated with Yakuza and crime over there, for a long time in the past. Though, it seems like its getting better now, and might often mostly be the older generation that frowns upon it. Also, great to see your reaction to this, its great!
