He recognised that she doesn't have any real political power and didn't have the authority to make decisions regarding alliances, treaties or territory so he tried to overwhelm her with some ridiculous BS about just forgetting all past treaties in the hopes that she'd decide it was over her head and go tell someone with more authority. He knows the emperor will probably refuse but it would buy time while she returned and asked. Sinbad definitely helped though by bringing his alliance to the table it went fully beyond what she had the authority to decide.
