The dude in charge of them literally said 20 years ago that the reason he chose to align w/ Orochi originally, was because their only purpose is to maintain stability of the Wano Kingdom, regardless of who is in charge, so since everything was under Orochi + Kaido's control already by the time Oden came back, they didn't align w/ Oden, to maintain the stability instead of a civil war boogaloo happening
