Well they are in general simply tally marks, it's just in this context that they represent that. Also "the female" seemed to know the character, she wouldn't just assume that Marin actually was a sex slave and counting how much she has been "used".

In Shizuku-tan's case the number is 17 and is the embodiment of her character in the game as a s*x slave in the game and is why Marin included that on her own body. This is also why a normal person "the female" would think that Marin is the one that has done it 17 times if they didn't know the cosplay, and therefore blushes.
