Because its literally impossible for humans to do. It's not just a matter of money. If every season got the same budget but 12 episodes yeah it'd look better and be better paced, but we'd probably be just past the timeskip

It was perfectly paced with extending scenes from the manga only where it made sense and didn't add a bunch of fluff like focusing on characters faces for 30 seconds when not necessary. And the animation was actually great. I hope it keeps up this quality.
