Senku would eventually lead right back to things like guns and potentially war if he revives everyone the way he wants to. Tsukasa wants strict control of who is revived to prevent what he sees as the inevitability of war and suffering. At least immediately. Senku was already pretty close to creating guns. The "great equalizer". If he lets him live Tsukasa believes that Senku will just make guns and come for the Miracle Cave later.
