2019-01-14 09:15:51 +0000 UTCIf you notice with Dio's time stop, he has 5 seconds to act. An average D&D turn for a character is 5 - 6 seconds in-universe. In that time of action a character has a move action, a standard action, a swift action and as many free actions as they can possibly take using abilities/feats/spells. Every time Dio has used time stop, he has moved, talked (free action, remember that, guys!) and attacked (a standard action). Dio is actually playing according to the rules of turn-based D&D as a wizard with the Time Stop spell. Keep that in mind going forward when you see Dio having a monologue while in stopped time.
