Which he wasn't doing before, he was just moving within DIO's stopped time. So he used his movement within DIO's stopped time already, and then at the 9-second mark, HE stopped time, so that his 3 seconds overlapped with the tail-end of DIO's 11 seconds.

Either through the use of the Stone Mask or by an existing vampire injecting you with his vampiric essence(see the fight with Jonathan in the Wind Knight's Lot arc). Even in the case of a Hamon user receiving said essence, they are able to easily expunge it from their body.
