Haruka was apprehensive vs Soccer Senpai not because he reminded her of Tachibana, but just because they have had problems with the soccer club over school territory. She sees him as an enemy of her club.

She said something like "since we're friends, would it be ok to invite her/him" But her thoughts are actually a call back to what Haruka said to her about their friendship being about more than just track.
