Regarding your opening words, because it's a sentiment you've expressed in previous reactions as well: IMO, the the "heart" of the show is REI, not the Kawamotos or Kyouko. Shogi (and Rei's friends and opponents he makes as a result of dedicating his life to it), the Kawamotos, and his family ALL hold equal importance in his heart, and the amount of time dedicated to each during the season lends credence to this. We are of course more invested in the parts with the sisters and Kyouko and Rei's dad because of how interesting they all are and how clearly they impact Rei's character, but shogi, together with all the friends and mentors it has brought him, is a core part of his identity as well. Even school, which he hates, has brought him Hayashida-sensei, who is easily one of the most positive and impactful influences in his life. This is not to say shogi isn't simply used as a vehicle to portray and develop character- it very much is!!! It's simply reserved for other characters, not necessarily for Hina, Akari, and Rei's family. Chika Umino sensei loves all her characters a lot, and we get to see episodes from so many characters' points-of-view, I love it!!! Of course, this isn't to say shogi has no importance in and of itself! The author herself is a total shogi-geek <3 - this is very apparent in the manga (which, btw, is amazing, and the anime is SUCH an incredible adaptation omg), where there are little notes peppered throughout chapters explaining moves and strategies, and after every other chapter, there's a segment from - please correct me if I'm wrong - an actual shogi journal (!!!) giving real-life relevance to the shogi concepts delivered in the show :D
