The Cersei we know and love to hate would have demolished Danny and her Dragon right then and there. It's lazy writing no matter how you want to put it.

The one that blown up the church with her own family members, who doesn't give a fuck about how other people think of her, as long as she's in power. I would have considered this as a reason, if Danny wasn't there at that time, but seeing your nemesis and having a great opportunity to end it all once and for all, and not taking it? Naah, that's just showrunners taking the piss and doing whatever, just because they felt like it.
