It also depends on which is more of an advantage (or disadvantage) when Araki is writing an encounter. For example, Hol Horse’s Emperor. Everything about Emperor is the stand including the bullets themselves so none of it is visible. Meanwhile, we have Angelo’s stand that turned into a fake bottle of alcohol to trick Josuke’s grandpa into drinking it. [Slight Spoiler] In a later part, a certain stand is a long distance type with the power of a typical humanoid stand except he is not only visible to anyone but is also completely corporeal and can be physically harmed. The user (and stat page in the manga) will usually say what’s what when explaining the stand.

Disagree. The character who reveals that gives supporting evidence in such a way that it's clearly meant to be a reveal. Though, at the same time, it is true that you can use the same information that character had to come to the same conclusion they did. Ergo, I see no reason to tell them. If Josuke didn't know until the finale, why would you think you were supposed to?

Can I tell them whether or not this "limitation" on the bomb(s) they keep speculating about is or isn't a thing? It's never revealed and when it comes up later it portrays it like something we should know already.
