2019-09-25 19:41:25 +0000 UTCThis isn't really a budget or time thing, this is Osamu Kobayashi and his "unusual artistic vision", he is the animation/storyboard director for this episode..the guy was even hyping on twitter this episode way before the anime even started airing lmao and we get this... thanks god they only hired him to do ED 1 and episode 15.
